those thunderstorms later on today. high about 91 degrees. more details on all of that coming up. >> let's look at traffic out there this morning. >> outer loop of the beltway at the bw parkway. that is where we received word of debris if the road and several callers with flat tires. that is on the outer loop of the beltway as you try to work your way around 295 the baltimore-washington parkway. as you continue a little further west as you approach university boulevard, fellow changing a flat tire in the heat, poor guy. he is blocking a left lane. all of the leap here are open. no accidents to report if you are traveling northbound i-95 from woodbridge headed up towards the capital beltway. they are checking nond i-95 for an accident. from this camera angle north of 4, still appears you are at

speed working your way up northwards towards the occoquan. that's a check of your fox 5 on-time traffic. we have breaking news out of afghanistan this morning. rockets have hit the presidential palace in kabul. no one was hurt. the blast comes just two days before afghans go to the polls to elect country's president. it is unclear if the current president was in the palace at the time. president obama and former president bill clinton will meet at the white house later today. they will talk about mr. light's trip to north korea where he secured the release of two american journalists earlier this month. president obama will also meet with secretary of state hillary clinton and the egyptian president. another big story we're following this morning, 130 million credit and debit account numbers compromised. the biggest id theft in history and the guy charged in this case used to be a government informant. 28-year-old albert gonzales used to help the secret service hunt down hackers.

>> now, he is accused of conspiring with two other people if the largest crime of its kind. investigator say the three accessed account information of customers at 7-eleven and heartland payment systems. it is difficult at this point to know how many customers were affected. >> gonzales is already in jail waiting trial in another hacking case. he is accused of heading up the plot that netted the accounted numbers of 40 million credit cards. take ago i look at this morning's other stories, a fort of farr was shot and killed in the district. he died in an alley on first street northwest just one block from his home. his mother said he was a dedicated father. the murder has puzzled police an they have yet to release a motive. manufacturing issues have the u.s. health officials anticipating a delay in

former south korean president and nobel peace prize winner kim dae jong has died. he was best known for his efforts to reconcile with communist north creigh a he was 85 years old. a weapon wielding crowd protested outside president obama's speech to veterans in phoenix but no laws were broken. police were on hand as about a dozen people carrying weapons including a man with an assault rifle led a peaceful demonstration. a law enforcement official said they were exercising their right to bear arms. arizona has a concealed right to carry law that allows citizens with permits to openly care question weapons. today mark the 40th anniversary of hurricane camille. the category five storm made

ago. it is a well-organized storm. take a look. you notice the eye developing. yep, right in the middle there getting to see an eye wall start to build up. there you go. there is bill. it is now a category two hurricane, maximum sustained winds at 100 miles per hour. it is moving to the west- northwest at 17 miles per hour. this is guadalupe that you see here. folk if bermuda are paying close attention to bill because they want to see where it will go. let's show you the projected path of bill as we go to our graphic. this was issued by the national hurricane center. it can change. it can be anywhere within this cone. by the later part of this weekend, it does skirt past bermuda and heads towards the northeast or new england. right now, this would be late into the weekend or the beginning of the next workweek. it remains to be seen just how fast the system moves and how

close to land it gets. we do know it will impact the east coast by bringing us heavy and rough surf. here are the current temperatures around the region. we are at 74 degrees here in washington. 7 # at dulles. winchester, virginia is at 67 degrees. patuxent naval air station, coming in at 73 egrees. satellite-radar picture for our own area, we do have -- well, again, our radar wants to go to the gulf to show you the remnants of claudette. again, a lot of moisture out there in the atmosphere associated with claudette. we could see some of that associated with the daytime heating in advance of a cold front coming in here. today, partly sunny skies, scattered afternoon showers and thunderstorms. high about 91 degrees. your five-day forecast, more of the same. tomorrow, 90 for your high. chance of scattered showers and

first wave of new rules begins thursday. card issuers will have to give 21 days notice before a bill is due and 45 das notice of haining interest rates. consumers will also have the right to cancel before the new rate goes into effect. eleven more restriction take effect in february 2010 including no fees to pay by mail, phone or electronic transfer. limits on overdraft fees and limits on cards to underaged consumers. the new rules have fundamentally changes the credit card business says the american bankers association. that plus the tanking economy has caused some card issuers to reduce credit limits and reward programs or cancel cards altogether. >> losing some fixed rate card offers but on the other hand gaining an enormous number of consumer protections is i think a net win-win for consumers. >> reporter: the aba says consumers can expect a lot of changes as lenders experiment with new formulas.

now, we're getting busy. here we are live 66 eastbound leaving 50 fair oaks continuing in towards 123. we are heavy, slow and steady headed into vienna. more delays after nutley street headed into industry antia. all of your lanes are open. it is new hampshire avenue at 108 that remains closed off as you can see here with the police activity. they tell us it is a barricade situation that has northbound traffic blocked off. some traffic coming southbound is able to make the right turn and head weston 108. it appears that we do have a barricade situation here. there is police activity. very light traffic volume at this time but if this is your trip into work, you want to think of alternates right now headed down towards 495 and the capital beltway. that's a check of your fox 5 on-time traffic. a developing story now, a shooting in southeast washington and the victim is only 13 years old. >> the police are u looking for the pen would pulled the

trigger. the shooting happened early this morning on frederick douglas place southeast and sarah simmons has been following it for us. she is joining us live from the scene. good morning. >> reporter: good morning. you certainly wouldn't know there was a shooting here earlier this morning. it is very quiet here in the neighborhood right now. but police do tell us that shots were fired here on frederick douglas place here in southeast and that a young girl, a 13-year-old was acally shot in the back through a window here at this home back here. now, this all unfolded at about 12:30 this morning. police are not sure of the motive behind the shooting at this point. but detectiv were out here on the scene continuously for several hours with k-9s out here searching for a possible suspect. police say that several shots were fired into the side of the house and several bullet holes are visible on the outside of the the house. we do understand police tell us that the 13-year-old was hit at least once. it is unclear who the target was at this point but police say the good news out of this

this morning is that the young girl, the 13-year-old was treated and released. we did just also talk with a neighbor who came out and told us he did not hear last night's gunshots but said he did hear gunfire in the neighborhood yesterday so that is something that police will be looking into. again being good news this morning. the girl has been treated and released solve the a fairfax county wrestling coach is waking up behind bars this morning charged with soliciting sex from a child. authorities say gare d -- devriel thought he was talking to a young girl. onthan bradley is dressed like a woman and police say he

stole an expensive chanel dress from the saks store last month. and now to a real estate scam in prince george's county. leon coleman was sentenced to 12 years in prison. the self-described home om developer sold nearly a dozen families individual lots along lighthouse road in upper marlboro with the promise of building their dream home but he never built the home he promised and pocketed the money instead. at least one family was forced into bankruptcy. he was convicted of 16 counts of theft and other violations. coming up next t could be the strongest weapon in the fight against swine flu this fall. now, those on the front lines in health care could be facing another challenge, forced to deal with fewer vaccines than they originally thought they would have.

coted making headlines this morning, one week sip the disappearance of a disabled child. they are looking for dasani campbell. his father left him in a car outside the store where his mother works. the man says he wanted to unlock the doors to make it easier for the boy to get inside. when he turned around, the little boy was gone. the obama administering is apologizing for any unwanted messages in your inbox. this is after a recent e-mail circulated urging support for the president's health overhaul plan. they are aing that some groups outside the white house had signed up their members to receive regular updates about president obama's project priority and speeches. the white house does not send unlichted e-mail. now to a possible set back in preparation for the swine flu. >> the government now says there will be a delay in getting a vaccine today public. first vaccine shipment that was supposed to be available by mid october will be millions of doses short.

ainsley earhart reports. with children going back to school, health officials warn they expect to see an uptick in the swine flu. >> we are hoping to institutions of higher education offer to the opportunity for spread and we have to watch it. >> reporter: to make matters worse, federal officials are now saying there will be a delay in getting a swine flu vac even out to the general public. government wanted 10 million doses ready by mid-october but that is not going to happen. they are look at about 45 million tosss instead. following that initial delivery, officials expect to deliver an additional 0 million doses a week until the goal of 195 million doses is fully realized. on the state level, health officials are saying all the chip will be in place to better protect american this disease the vaccine is available. >> i think we're diagnose a great job at getting ready. >> reporter: those considered it be in the highest risk group are expected to receive a swine flu vaccination first ong with school aged children, that

group includes pregnant women and health care workers. young adults with condions scwuch as asthma are also at the top of the list. doctors are finding that adults over the age of 60 could potentially be partially immune from the h1n1 virus. scientists theorize there could have been some type of exposure to the disease perhaps back in the 50s when swine was prevalent. in the meantime, officials are stressing that seniors not waste time in getting their seasonal flu shots. those inoculations have already begun in parts of the country. in new york, ainsley earhart, fox news. the swine flu vaccine won't be available until after school starts so it is not on the list of required vaccinations for school aged children but many others are. coming up at 8:00, we'll run through what shots parments should make sure their children have before they go back to school and we'll take a look at whether or not there are options for parents with safety concerns about vaccinations. tony is back with another check on our weather now. bi we start wi rr e huanic hurricane bill, well out to sea. it is fairly closeo south america but it will take a turn

away from south america. here is a look at bill. while you slept, it became a category two hurricane. south america right down there. so not far away. gude lawn just out to the west. i shouldn't say just west. it is still not near guadalupe. it is moving west-northwest about 17 miles per hour and it is expected to continue to take that turn towards the north. let's take a look at the regional temperatures here in our part of the the world. 74degrees in washington. 80degrees right now in new york city. they are ahe get sfoaght a warm one. roanoke, 69 degrees and if cape hatteras, it is 75 degrees at this hour. here is a look at the radar for the eastern united states. now, i mentioned earlier the moisture with claudette. here is some of it. it doesn't look anything like when it made landfall in

pediatrics shows that short children reported slightly higher levels of being victimized or teased by their peers but no difference in depreciation, behavioral problems or popularity. researchers analyzed the data of sixth graders. a new study about baby boomers an binge drinking, a new study found 2 #% of men and 9% of women or downing five or more drinks at a time. problem is baby boomers face more health risks than the younger counterparts. u.s. army is expanding its basic training to emotional resiliency. the first of its kind program is meant to improve combat performance and head off mental health problems like depression, post traumatic disorder and suicide. the new training kick off at two bases in october and then it will be gradually phased in thughout the service. he plays the guitar, rides a motorcycle and not afraid to show his sense of humor.
